The town is run on magic. There is running water and all modern technology (computers, twitter, etc.) Inhabitants still have access to the outside world, but the town is known a nexus point for magical creatures to come and trade and/or take sanctuary.

There are gates to other realms. The gates sit in a circle in a room guarded by magic. Each gate has a placard in front of it with rules. People in the city are allowed to visit the realms on a day pass.
THE GATES
Dream Realm (Nod)
God(s)
Nidlu: God of the Djinns
The Nightmare: God of Nightmares
The Dream: Goddess of Dreams
Sovereign(s)
Jeni: Keeper of the Runestave
Minor Sovereign(s)
King Orin: of the Fairies
Queen Rhoswen: of the Fairies
RULES
Rule 1: The phrase "I wish" is forbidden within The Dream realm. Anyone who breaks this rule, any consequences of said Wish are at the fault of the person who did it, and the town is not held responsible for it. You reap what you sow. Wishes notoriously all go bad.
Rule 2: Do not wander beyond the Slave Market. The Djinn City is off limits to day passes.
Rule 3: Any purchases in the slave market may be kept but are your responsibility. If you purchase a volatile creature and then bring it home and it breaks any laws in our city (i.e. destruction of property, murder, etc.), you will be the one to answer for it, and the purchase may be either sent back to the Dream Realm or executed.
Rule 4: Slavery in our realm is illegal, so any slaves purchased must be purchased and then set free if you intend to bring them home if they are a sentient creature of higher thinking, i.e. a person rather than a pet.
ETIQUETTE
The Djinns are notoriously vicious on a whim. They are to be avoided. If one can not avoid them, be respectful and speak little.

Creatures of the dream realm are not allowed to take hostage or enslave any visitors from our realm on a day pass. This is enforced by our treaty, but does not extend to persons who go outside the slave market or break any of the rules listed above.

The Gods of the Dream Realm aren't held by any lesser creatures laws (namely this treaty). The Djinns have agreed to this accord, but the Gods have not. Avoid offending any Gods while visiting.

By their culture Gods are beings this realm fear and worship heavily. Avoid offense by speaking ill of Gods. The hierarchy beneath the Gods goes Djinn, half-djinn, fairy, other. These class lines are really distinguished and they should be navigated thusly.

OOC Description
The gate opens up onto a dirt road under a canopy. The road leads into a market full of caged creatures and people of all imagining. The 'wares' are wearing heavy magical collars that negate magical powers. The cages themselves look like bird cages, ranging from rusty to ornate depending on the caliber of the merchant. No humans are being sold because merchants think non-magical humans are useless and have no desirable value for coin.

The sky is ever shifting. It can be raining one second and then sunny the next, then a starry night, then a foggy morning. It has no rhyme or reason and the market has accomodated this by having a canopy over head of the market. The canopy has lights on it that are solar activated, so when it darkens, the lights come on. When the sky shifts back to being bright, the lights go out. It gives it a very surreal, disorienting feeling at times. Sometimes the sky shifts are slow (can take hours), and sometimes they can drop in a blink of an eye. There is a magical barrier around the market not to keep people from passing through but rather control the weather. If a cyclone suddenly dusts up next to the market, outside the tents it will rage, but it will fall on an invisible barrier against the side of the market street and never actually touch anything inside.

There are no actual buildings in the market. There are carts along the street with canopies (beneath the main market canopy to weather proof), and tents. Most of the slaves for sale or creatures for sale are on open display through cages. Sometimes they will be put up on platforms or fighting rings hand crafted by the merchants in order to show off desirable skills that the merchants may be trying to peddle.

Assumptions for purchases (i.e. magical pets and/or slaves etc must be run through moderation), before a post is made about it or it will be assumed the merchant will not sell to your character.

The Dream Realm currency is all over the place. They may accept gold or rubies or even dollars, but nothing sold here is cheap.

In the distance, a visitor can behold the shapes of buildings in the Djinn City. It is hard to make out from the Market, but the buildings seem to be gilded in gold and artistically shaped. Off to either side of the market, aside from the unusual weather, there is an unnerving lack of anything. It seems like an endless moor that stretches out as far as the eye can percieve with no discernable fixture or pinpoint. It has a hollow feeling, a vast nothingness. The inhabitants of the Slave Market do refer to it as 'The Nothing' by which all creation is found and lost.

RULES
Rule 1: No violence is permitted in Hollow Hills unless in active defense. There is a magical ward on the Silver Veil that will automatically send anyone who breaks this rule to the Carcerei (a ruthless desert with no escape).
Rule 2: No wildlife allowed through the gate without express permission from a Hollow Hills sovereign. This includes pets for purchase at the Goblin Market. The human realm is not a safe place for a lot of mystical pets.
Rule 3: Weapons are not allowed in through the gate, but they are allowed out if legally obtained.
Rule 4: Slaves of the realm are not to be freed. It would be considered an act of War.
Rule 5: No wandering outside of Neutral territory. If a guest moves beyond the edges of the Silver Veil, they forfeit all rights in their native realm and are fair game for enslavement or any other laws of the monarchs of Hollow Hills. They will not get an Earth representative.
ETIQUETTE
Hollow Hills is a monarchy ruled by two different warring factions. The place within Hollow Hills that guests are allowed to visit is only in the neutral territory. Still, the royals are regarded with immense reverance. Bad mouthing them or speaking out of turn about the laws or the royals will land you in a very unpleasant situation. The merchants may refuse to talk to you after that and/or do business with you.

Humans, aside from those visiting on a day pass via the veil, are often slaves. This may make it a very uncomfortable place for humans as most merchants will assume that if you are human than you are there at the behest of someone else. You may be ordered about. It is polite to simply point out one's day pass and to wear it out in the open so merchants and other people of the realm can clearly see you are not a slave.

Clothing in the realm is based on an almost midieval idology. It is common to see people in armor or carrying weapons. It is common to see magical armor and long gowns, but unlike midieval Europe of Earth's history, fae are not prudes about showing skin. Usually those who wear a lot of fabric (full length gowns and what not) are royals displaying wealth rather than an attempt at covering themselves. The realm believe that all sexes are equal, and disparaging a female will get you shunned.

Hollow Hills takes currency in gold only or a desirable trade (i.e. magical objects).

OOC Description
Entering Hollow Hills through the gate, one is met with a candlelit room in the middle of a hollow tree that was grown in that shape rather than killed. It is clear the tree is very much alive and ginormous, white bark of an impossible size. Inside, it has been decorated with streamers of silver silk and smells sweet. There is a nest of deep purple butterflies that live in the tree that will sometimes move about or land on visitors. The grassy knoll is dusted in purple leaves that lead the visitor out into the Silver Veil.

The Goblin Market is a series of buildings built directly into trees much like the one visitors enter through. They are all white barked trees and have been sculpted into building shapes. None of the wood is actually chopped and all of the trees are still very much alive.

Above one's head is a sea of purple and blues, as the leaves of these strange trees aren't green at all. Sparkles of magic or fireflies seem to glitter through the branches, making it seem as if it's a net of constant stars. The trees cast shadow even in the daylight, so the street is lit by hand-carved metal torches in Celtic knots, holding small flames dancing in their throats. Shops have hand-painted signs outside their shops to let visitors know what they sell ranging from exotic pets, to wines, silks, armor, weaponry, spells, palm readings, and many other things.

Beyond the market, there are houses in much the same fashion speckled across a large expanse of forest. The edges of the Silver Veil are clearly marked by a metal overhanging arch to either side. To the east, it says, 'Now Entering the Seelie Kingdom. Likewise, to the west, it reads, 'Now Entering the Unseelie Kingdom'. The arches on each side come down into a clear metal line that runs straight vertical to the Silver Veil, so that all the land is clearly marked as Silver Veil or other. If one travels North, visitors run into the Slave Market where humans are sold and the Gate of the Reaping is guarded by The Crow which is off limits to visitors. If they travel too far South, they hit another gate guarded by The Crow, which is also off limits. Neither of these gates is for visitors of Earth to use. They must exit through the same gate they came into the veil through. There is also a clear warning further South with a sign that says 'Beyond this Point lies the Forgotten', which warns visitors of the line where beyond the carcerei starts.

RULES
Rule 1: No contraband may be pulled across realms. It will be confiscated. If moving items from Earth to Speculum, the punishment will be inprisonment up to 1 year. If moving items from Speculum to Earth, the punishment will be service in the Red Light district for 1 year.
Rule 2: There is no currency in Speculum. Money is worthless. Still, the Red Light district runs on trade. Since contraband is not allowed across realms, they accept trade in the form of promised service (i.e. cleaning tables or coming to work in one of the places), talents (i.e. a song, a sonnet, a dance, etc.) or stories. Renicking on payment after promised service will result in forced service for double the time. The time when the service must be paid will be agreed upon before any trade is made.
Rule 3: Women do not have equal rights as men in Speculum. Attempts to 'free them' to Earth are illegal. Trafficking women to Earth without consent of Lyrus, will result in up to ten years of service.
Rule 4: Physical violence during the acts of love making must be agreed upon before service by both parties. It may not extend beyond what was agreed upon. If using violence within the realm not attached to love making, the consequences will be dire. It can result in permanant expulsion from the realm and/or jail time.
ETIQUETTE
The Mirror Realm (Speculum) is not a nice place outside of the Red Light Distict that people are allowed to visit. They have no ruling princes or princesses, only a God who rules with an iron fist. To speak ill of Lyrus within the realm is likely to get you spat on and/or shunned.

In order to hire a sex worker in the district, one must look for one whom which is wearing one of the distinctive neck bands. The silk neck bands are color coded:

A gold ribbon is an indicator that a prostitute is the cream of the crop. Their services will be expensive.
A silver ribbon is an indicator that a prostitute is knowledgable in the arts of love and their services will be a reasonable normal fee.
A red ribbon is an indicator that a prostitute enjoys pain in the bedroom. (This one will be combined with another color to indicate her experience)
A purple ribbon is an indicator that a prostitue enjoys giving pain in the bedroom. (This one will be combined with another color to indicate her experience)
A white ribbon is an indicator that a prostitute is new to the practice. The cost of their services will be low.
A black ribbon is an indicator that a person is a prostitute but not currently taking any clients.

If a person is not wearing a ribbon, they are not a sex worker. These are likely wives, husbands or children. Being a sex worker is the realm is not considered a low job or something disreputable. They do not view sex the way we do. They are not ashamed of it. Many women or men who no longer wear ribbons will think back on their service fondly. They often have found their mates this way.
OOC Description
Stepping out into the Red Light District through the gate, a visitor finds themselves having to catch their bearings a little bit.

The mirror realm, after all, is almost entirely made of mirrors. There is no such thing as 'dirt' in Speculum. Even the ground that people walk on is made of a reflective stone that throws back the color of the sky which is more often then not a pure silver. It's buildings are made of reflective material that throw back images of itself. All the creatures of this realm have aspects of their appearance that are reflective (eyes, hair, etc.).

This place has been designed to be appealing to visitors, however, and all of the buildings are pleasantly shaped with pleasing delicate architecture.

Instead of standing on street corners trying to lure in would be johns (or bettys), the prostitutes of this realm stay indoors and act more like Geisha's. They entertain, sing and are pleasant companions to people who visit establishments. Each establishment has different themes to it, all designed to entice outsiders in. There is a heavy smell of incense, a cloying scent that is caught somewhere between cinnamon, jasmine, and vanilla.

Prostitutes wearing ribbons can dress anywhere from silks and leathers, to latex or nothing at all. The general public, who are not prostitutes, seem to wear modern clothing, but often times their choices are grays or silvers in color. This is to blend in more with their surroundings and make less of a spectacle of themselves.
THE TOWN
About
Leaders
Mayor/Coven: Elena DaSilva; Circle of Isis
Wolves: Dimitrius King; Crescent Wolves
Vampires: Verias de Starling; Cour de Glace

The Town of Axis
The town is set apart magically from the rest of the world. It is still modern day and everything works, but outsiders aren't really permitted in the city unless approved by the mayor. There is a magical barrier that makes outsiders overlook the town, so it is impossible to wander in without being shown it exists. Since it exists in the world we live in, though, it is possible to take a weekend trip to Paris or wherever people want.

It is a small city. There are things like McDonalds or other fast food, big chains and what not. There is a rich side of town and a ghetto. The city has to offer pretty much everything you could expect from a regular city except for this city operates under a magical blanket. Creatures within the city can be openly supernatural without risk of exposure.

The town runs on American currency (dollars), and though within the city the supernatural is a known thing, outside of it, it is not. Thus posting anything on social media that can be accessed by the outside world about being supernatural or proof of the supernatural is forbidden.

The city belongs to the Magical Kingdom (which is a Kingdom that exists at another location in the world with a Supernatural King that rules all supernatural creatures on Earth save for the ones that originate from another Realm). So, it runs by the rules of the Kingdom even though this is modern day. In other words, Elena doesn't have free reign to do whatever she wants to everyone in the town, because operating without the consent of the King on big matters would have serious repercussions.

Creatures of other realms are not given representatives within the city (i.e. the fae, angels, demons, etc.) Instead these are treated as individual cases under the law of Elena unless in direct reponse to one of the agreed upon treaties (aka breaking a rule that was set down in visiting other realms).

Law within the city is the same as any other American city. The basic laws can be assumed (no speeding, no murder, no stealing, no loitering, so on and so forth). The only difference is, that unless the crime could have larger repercussions (i.e. starting a war), most of it is dealt with in town. Prisoners are not sent out to other jails. If someone committed a crime, their punishment befitting the crime is ruled out within town, and yes, the town does believe in the death penalty.
Noteworthy Places
Death's Labyrinth
There is a cemetery set apart from a bunch of houses in the city, pushed back from the main hub of etertainment, that is off limits to visitors. It is full of old, gothic statues and mauseuleums, but in the center of it is a giant maze made entirely of bones. There are twin habards (also made of bones) in front of the maze entrace that cross the front gate and a warning that reads: "All souls who enter here are forfeit". It has been ordained by the city as off limits to tresspassers.

The Grand Library
Members of the coven are allowed access to the Grand Library which is full of magical texts and ancient tomes on magic. It is locked by magic and only members of the coven are given necklaces that allow them access to it. It is three stories plus a basement full. Books are not permitted outside the library even for coven members. All tomes must remain in the library. Anyone attempting to remove a book will get electrocuted. The electrocution will start as a minor shock and build the further the person attempts to go with the book, escalating until an eventual complete lightning bolt that can and will lead to death.

The Mayor's Building
The Mayor, Elena, conducts business between the hours of 8 to 5 Monday-Friday, in an elegant office building in the middle of town. She sees people on appointment basis only. The building itself is also the home for any city ordinances or questions. The office sits two doors down from a police station.

Crescent Lands
The wolves have a section of the city that is gated off from everyone else that is also off limits to trespassers. Every full moon, wolves gather at a pack house in the center of their lands and hunt animals (deer mostly). The pack house is a big house, but save for the nights of the full moon, no one actually lives there. Every pack member has a house of their own outside of pack lands. The pack lands are only used on full moons or in times of crisis. The King of the wolves, Dimitrius, is known as their Ulfric and is considered royalty among others of his own kind.

The Court of Ice
The vampires meet at their Prince's house (Verias) whenever necessary. He owns a large plantation home with white pillars and white roses. As Prince of the City, he deals with all law with vampires and is expected to keep them in check. Though he is given the title of "Prince" by fellow vampires, it's not actually a monarchy and his rule is only acknowledged in the form of a political leadership position.

History
Foundation
Axis was one of many cities under the rule of the Supernatural Kingdom that was branched out to modernize with society. The land was given to a member of Elena's bloodline centuries ago and has been passed down year after year to members of that bloodline (like nobles) to rule. Though Elena calls herself the mayor, she is more of a Duchess in her influence over the town. The land was bequethed to her by the King and her family owns it and will continue to own it in future generations until otherwise granted by the King to someone else or the land is overtaken by someone other than the monarchy.

It has been a peaceful city that has prospered. Due to this, there hasn't been much reason for the Supernatural Kingdom to step in much other than to levy it's due taxes so that the Kingdom will continue to count it among it's ranks. That has only changed recently when the portals were suddenly opened in Axis (thus renaming it from it's former name of Rosewell to Axis) and Lyrus, God of Mirrors, struck a treaty with the King to allow the city to become the axis point for trade and negotiations between realms.

The presence of the wolves and the vampires had always been there, some being able to trace their lineage back to the Kingdom of the Supernatural where the town still serves, and others having migrated in from other areas.

The recent change into an axis point has sparked new interest in the city, however, and it is starting to expand in size due to this curiousity for the other realms. This rare access to three others realms isn't something offered anywhere else in the world. Not only that, but now that the trade has become available, it has become clear that 'premium', the world's strongest and most magical metal, is native to Hollow Hills. The hunt for premium armor or weapons has made it a favorite location of fortune seekers or collectors.
